China POCY Group (hereinafter referred to as POCY) is a diversified multinational conglomerate integrating education investment, smart technology, healthcare, cultural tourism, cold chain logistics, and property management. POCY is a leading operator in the integration of industry and education in China.
In 2011, China POCY Group participated in the investment and construction of the Qingzhen Vocational Education Town in Guizhou Province. Covering a total area of 80 square kilometers, and with a total investment of approximately USD 14.3 billion, it is currently the largest vocational education town in China in terms of land area, the number of institutions settled, and the population of enrolled faculty and students. It is also the birthplace of the “China Craftsman Valley.”
Beijing Caofeidian International Vocational Education Town is one of the vocational education town projects invested and developed by China POCY Group. It currently hosts four independently operated secondary and higher vocational institutions: Caofeidian College of Technology, Tangshan Maritime Institute, Tangshan Experimental Secondary Vocational School, and Tangshan Craftman Valley Technical School. As of now, the total number of enrolled students has exceeded 40,000.
The Chengdu International Vocational Education Town is another key project planned and operated by China POCY Group. It also serves as a demonstration site for China Craftsman Valley's “Vocational Education Town 4.0 Model.” The project involves a total investment of USD 3.93 billion, covering a planned land area of 35 square kilometers, and consists of eastern and western zones across both sides of Longquan Mountain. It is designed to accommodate a planned population of 250,000.
Beijing Health Valley·Zhuolu Project in Zhangjiakou City is the world’s first Industry-Education Retirement Community (IERC), jointly developed by the People's Government of Zhuolu County, Zhangjiakou, and China POCY Group. Located within the Beijing Capital Economic Circle, the project is situated by the Sanggan River National Wetland Park in Zhuolu County, adjacent to the Beijing Capital Ring Expressway, approximately 100 kilometers from downtown Beijing, with a driving time of around 50 minutes.
The Beijing-Tianjin-Hebei International Health Valley Project is located in the central urban area of Baoding City, Hebei Province, just 2 kilometers from Baoding East Railway Station. Strategically positioned within the golden zone of the Beijing Capital Economic Circle and at the core hinterland of the Xiong'an New Area, the project is adjacent to the Baoding International Medical Hub, offering significant locational advantages and promising development prospects.
The Beijing Health Valley · Caofeidian Project in Tangshan is located in the Caofeidian District of Tangshan City, Hebei Province. The project builds on the vocational education experience and practices of Caofeidian College of Technology and Tangshan Maritime Institute. Driven by the IERC Industry-Education Integration Home-based Elderly Care Model, it aims to create the first comprehensive community in Tangshan that integrates vocational education, healthcare, and elderly care.

Caofeidian College of Technology (School Code: 14601) is a full-time public higher vocational institution officially filed with the Ministry of Education of China and approved by the People’s Government of Hebei Province. The college has a total investment of approximately USD 697 million, covering an area of over 106.7 hectares, with a total construction area of 700,000 square meters. As of September 2024, the college has an enrollment of more than 24,000 students.
Tangshan Maritime Institute (School Code: 14696) is a full-time public higher vocational institution officially filed with the Ministry of Education of China and approved by the People’s Government of Hebei Province. The institute has a total investment of approximately USD 418 million), occupying 40.3 hectares of land, with a construction area of 280,000 square meters. As of September 2024, the institute hosts over 15,000 enrolled students.
Tangshan Experimental Secondary Vocational School is a comprehensive secondary vocational institution that integrates secondary vocational education, technical training, adult correspondence education, continuing education, and pathways to higher education. The campus covers 8.7 hectares, with a total construction area of 66,000 square meters. The school currently offers seven established programs: Mechatronics Technology Applications, Early Childhood Care and Education, Nursing, E-commerce, Computer Applications, Aviation Services, Urban Rail Transit Operations
Tangshan Craftsman Valley Technical School is a full-time technical school approved by the Hebei Provincial Department of Human Resources and Social Security. It is affiliated with the Beijing Caofeidian International Vocational Education City and integrates technical education with academic advancement. The school is independently authorized to issue nationally recognized academic certificates. Located in the Caofeidian Free Trade Zone of Hebei Province, China, the school aligns with the talent demands of nearby industries. Adhering to the motto “Virtue Across the Seas, Righteousness Leads Far,” the school focuses on cultivating technically skilled personnel and is committed to serving the coordinated development of the Beijing-Tianjin-Hebei region, the “One Port, Two Cities” strategy of Tangshan, and the strategic layout of the Caofeidian Free Trade Zone.
On July 15, 2025, as a member of the UNESCO Global Education Coalition (GEC) and an official partner of the Global Skills Academy, the China POCY Group delegation was invited to participate in the UNESCO World Youth Skills Day event, where the China POCY Group–China Craftsman Valley 100 Global Scholarship Program was officially announced.
As a concrete step to implement the Global Development Initiative in the field of education, on May 18, Dominique Barjot, academician and president of the Académie des Sciences d’Outre-Mer of France, together with his wife Rang-Ri Park Barjot, and Mr. Du Yue, Secretary-General of the World Federation of UNESCO Clubs, Centers and Associations (WFUCA), former Secretary-General of the Chinese National Commission for UNESCO, and former Director of Intersectoral Cooperation and Partnerships of UNESCO’s Africa Department, visited the China Craftsman Valley institutions under China POCY Group for exchange and inspection.
On May 13, a high-level delegation visited the headquarters of China POCY Group to explore practical collaboration in support of the Global Development Initiative (GDI) in the education sector. The delegation included Dominique Barjot, Academician and President of the Académie des Sciences d’Outre-Mer (Academy of Overseas Sciences, France); Madame Rang-Ri Park Barjot; and Du Yue, Secretary-General of the World Federation of UNESCO Clubs, Centers and Associations (WFUCA), former Secretary-General of the Chinese National Commission for UNESCO, and former Director of Intersectoral Cooperation and Partnerships at UNESCO’s Africa Department.
On May 7, 2025, Yao Yichun, President of China POCY Group, Chairman ofthe Integration of Industry and Education Committee of WorldFederation of UNESCO Clubs,Centres and Associations, and Deputy Director of Industrial and Educational Integration and School-Enterpriseooperation Committee of China Vocational Education Association, along with Vice President Ding Guosheng, Deputy General Manager of Strategic Investment and Brand Promotion Center Ma Jia, Deputy General Manager of Education Division Lu Yuanlin, and Executive Vice Principal of China Craftsman Valley Vocational and Technical College in Caofeidian Liu Jie, visited Dali Nursing Vocational College for research, discussions. They signed a Memorandum of Understanding (MoU) for school-enterprise cooperation, marking the formal establishment of a partnership and laying the foundation for collaboration in industry-education integration, talent cultivation, and international cooperation.
On June 26, the "Digital Empowerment, Skills for All" China Craftsman Valley International Industry-Education Integration Workshop was successfully held at the Beijing Caofeidian International Vocational Education Town. Co-hosted by the UNESCO International Research and Training Centre for Rural Education (INRULED) and China POCY Group, and organized by Caofeidian College of Technology and Tangshan Maritime Institute, the event brought together over 50 policymakers, vocational college presidents, experts, scholars, and industry representatives from China, Southeast Asia, and Africa. Participants engaged in in-depth dialogue on key topics including the digital transformation of vocational education, international industry-education integration practices, and cross-border collaborative talent development — exploring new pathways for global industry-education integration and building a new ecosystem for skills talent cultivation.
On June 23, 2026, the China-Southeast Asia TVET Management Capacity Development Workshop opened in Beijing. Guided by Beijing Normal University and co-hosted by the UNESCO International Research and Training Centre for Rural Education (INRULED), the ASEAN-China Centre, and the SEAMEO Regional Centre for Technical Education Development (SEAMEO TED), with co-organization by UNESCO Multisectoral Regional Office for East Asia, China POCY Group, and the China-ASEAN Education Cooperation and Development Committee of the China Association for Non-Government Education, and implemented by Chengdu Global Skills Academy and China Craftsman Valley · Beijing Caofeidian International Vocational Education Town, the workshop brought together over 120 policymakers, vocational college presidents, experts, scholars, and industry representatives from China, Southeast Asia, and Africa. Participants engaged in in-depth dialogue on the core themes of vocational education transformation in the digital age. As a pioneer in China‘s industry-education integration and a pathfinder in international vocational education cooperation, Mr. Yao Yichun, Chairman of the Integration of Industry and Education Committee of the World Federation of UNESCO Clubs, Centres and Associations and Chairman and President of China POCY Group, along with Mr. Yang Zhilin, Executive President of China POCY Group, and Ms. Sun Aiping, Executive Vice President, led the Group’s delegation to the workshop.
