Beijing Health Valley·Zhuolu Project in Zhangjiakou City is the world’s first Industry-Education Retirement Community (IERC) jointly developed by the People’s Government of Zhuolu County, Zhangjiakou City, and China POCY Group. Located in the Capital Economic Circle, adjacent to the Sangan River Wetland Park and the Capital Ring Expressway, it is approximately 100 km from central Beijing, or about a 50-minute drive.
The first phase of the Beijing Health Valley·Zhuolu Project in Zhangjiakou City plans to establish Hebei Vocational College of Health Technology (Preparatory), covering a land area of about 53.3 hectares. The second phase plans to build "Beijing Home" Elderly Care Community (Phase I), land area 20.4 hectares. The third phase plans to develop Time Zhuolu Water Street, rehabilitation Center, and a five-star hotel, covering about 9.2 hectares. The forth phase plans to build K-12 education institutions and Blue Sky Kindergarten, covering10.3 hectares, along with Butler Apartments and a Neighborhood Center on 6.5 hectares. The fifth phase plans to build "Beijing Home" Elderly Care Community (Phase II), ACC 24/7 Recreation Center, totally about 24.5 hectares.

The project adheres to the “Four-Park Integrated Design” concept—Home, Campus, Nature Park, and Industry Park—by integrating vocational education, elderly universities, healthcare resources, and professional services. It aims to deliver seamless public services and a well-rounded community ecosystem that includes education, healthcare, eldercare, and cultural services—right at residents’ doorsteps. All four core systems are interconnected through a multifunctional “Time Tunnel,” ensuring integration between living and learning spaces. This creates a new model that features: Campus-Style Neighborhoods and Community-Style Campuses; Professionally Oriented Skills and Career-Oriented Services; Community-Based Living and Ecological Elderly Care; Integrated Supply and Demand with Seamless Consumption. Together, they form a new eldercare ecosystem that blends: All - Age Education, All - Time Health & Wellness, All - Scenery Cultural Tourism, and All - Chain Commercial Services.
Beijing Health Valley·Zhuolu Project in Zhangjiakou City follows the guiding philosophy of “Care for the young, education for the youth, instruction for the growing, fulfillment for the elderly, direction for research, and realization for industry.” It is dedicated to building a comprehensive, all-age education system that integrates kindergartens, primary and secondary schools, vocational institutions, senior colleges, and research institutes. This collaborative educational ecosystem supports a better quality of life and fosters a new landscape for educational development.
“Beijing Home” Elderly Care Community is designed to meet the diverse needs of seniors across different age stages. The community features 72 elder-friendly design elements that cover both outdoor and indoor environments. It provides 36 comprehensive services through six core platforms: the Health Management Center, Neighborhood Center, Community College (Elderly Care Center), Smart Wellness Center, Building Service Stations, and Butler Apartments. A 365-day, 24/7 service mechanism is in place to ensure full-scale intelligent management of home-based elderly care.

At the heart of the project is the “Beijing Home” Elderly Care Community, supported by complementary facilities including a Health Management Center (Rehabilitation Hospital), Community College (Care Center), Smart Aging Center, Neighborhood Hub, Service Station, and Concierge Apartments. The community integrates medical care, daily living, mobility, recreation, and smart services to provide tailored in-home elderly care solutions across all life stages. From medical consultation to in-home support, from rural farms to communal canteens, from wellness residences to vacation-style senior housing, from barrier-free facilities to lifelong learning and social activities, the community creates a vibrant lifestyle of “active preparation, healthy aging, and home-based enjoyment” with “one residence, three benefits.”
Anchored by the Sangan River National Wetland Park, the project also blends culture, tourism, commerce, and elderly care into a holistic ecosystem, featuring the Venetian Water Street, large-scale countryside farms, hot spring resort hotels, and migratory-style senior apartments. The Water Street utilizes the region’s rare hydrological resources to develop a scenic waterfront lifestyle, harmonizing natural and cultural landscapes in a picturesque, year-round residential environment.
The project’s Timewalk Commercial District acts as the core commercial hub, integrating pedestrian streets, shopping centers, five-star hotels, supermarkets, restaurants, banks, innovation hubs, cinemas, and music bars. Focused on the full spectrum of elderly needs—healthcare, dining, housing, transportation, and entertainment—the project builds a comprehensive commercial system within the community. This creates a full-age, full-spectrum consumer ecosystem, enhancing convenience and quality of life for both senior residents and student populations, while forming a new landmark in regional commercial development.
